Wind turbines - Development Forum

A Development Forum will take place between 10.00 am and 12 noon on Wednesday, 18 April 2012 in the Council Chamber, Follaton House, Plymouth Road, Totnes. The Forum has been arranged to consider the proposals in relation to a Totnes Community Windfarm.

The Council has recently introduced the concept of the Development Forum. In order that the nature of significant major developments and the impacts they have are fully understood, Development Forums will be held to discuss such proposals. The purpose of this discussion is to make sure that everyone understands what is proposed and to identify key issues that will need to be considered in any formal planning application. No decisions will be made at this Forum. Council Members will still have the opportunity to consider a full officers’ report and representations from members of the public at a future Development Management Committee in the usual way.

Development Forum meetings are held in the public domain and the applicant will be given up to 45 minutes to explain the scheme. A planning officer will outline the issues and stakeholders and the community will be allowed to express their comments. Presentations are likely to be limited to five minutes each. District Councillors will have the opportunity to ask questions.

The number of individual members of the public who can speak will be limited to two supporters and two objectors. In the event of more than two supporters or two objectors wishing to speak, you will be asked to agree amongst yourselves to appoint spokespersons. Notes of the meeting will be taken and these will be published on the Council website and made available to the public.
